Human rights and inclusive public politics in the socio-educational process of social reintegration of adolescents in conflict with the law in the state of Alagoas.

Abstract

Abstract: Currently, there has been an intensification in the discussion about the
issue related to the adolescent in conflict with the law and its impacts in society,
other than socio-educational measures provided with the purpose of promoting their
reintegration and their education to social life and interactions. This problem is
directly related to a violent environment, in which there ́s the participation of minors
in crime, where ́s growing increasingly in Brazil and in the world, according to the
studies of Silva (2023). Consequently, the challenges are significant in the promotion
of human rights, especially in the socio-educational context of these teenagers, as it
can be recognized in daily news on the papers and information vehicles. The
objective of the project is to investigate, under the perspective of the principles of
human rights, the inclusive public politics in the process of reintegrating the
teenagers in conflict with le law in Brazil and, more specifically, in the state of
Alagoas. To that end, it aims to understand how the socio-educational system of the
state contributes to the social inclusion, the rehabilitation and the protection of these
adolescents ́rights, considering the challenges faced in the execution of these
politics. In this regard, the study is developed from the methodology of qualitative
research, investigating inclusive public policies in the socio-educational process of
social reintegration of adolescents in conflict with the law in Brazil and in Alagoas, as
well as what already exists in the doctrine concerning the raised issue, including the
interdisciplinary and juridical literature directly related to the information about the
topic, such as, among others, the texts by Andrade, Carvalhães, and Silva (2023),
Alves (2022), Borges (2019). Continuing, a documental investigation is conducted
through the examination of reports, plans, and government programs related to the
socio-education and social reintegration of adolescent offenders in Alagoas, which
were published on specific websites, as well as an on-site verification of documents
at the Superintendency of Socio-Educational Measures (SUMESE). With the
research, it is noted that the public politics aimed at the social reintegration of youth
in Alagoas stand out for education and professional training as essential tools for the
transformation of kids and teenagers, offering them proper conditions to the
restructure of their mental health, their family structure and their reintegration into
society. Thereby, in relation to the normative guidelines, the state of Alagoas
presents an appropriate structure, in search of the complying with the established
norms and ensuring that SUMESE is meeting public politics aimed at the
professionalization of young people and ensuring access to basic education and
documentation, as well as providing healthcare assistance to those in the complex.
